Carbon waste

Does anyone know if carbon media is classed as "special waste" and can't just be sent to landfill?

I have one company saying yes and the other saying no!?

From a brief read through it appears that activated carbon from water treatment processes is classified as Absolute Non-hazardous AN - see code 19 09 04 page 73 (A37).
